Smart specialisation strategy means the national or regional innovation strategies which set priorities in order to build competitive advantage by developing and matching research and innovation own strengths to business needs in order to address emerging opportunities and market developments in a coherent manner, while avoiding duplication and fragmentation of efforts; a smart specialisation strategy may take the form of, or be included in, a national or regional research and innovation (R&I) strategic policy framework (Regulation (EU) N° 1303/2013 of the European Parliament and of the Council).
Strategy of National Smart Specialization was drawn up based on the Entrepreneurial Discovery Process, and scientists were engaged in this process and specified the potential for innovation and competitiveness in Poland and in foreign markets. During the entrepreneurial discovery process, one also diagnosed their needs and the developmental barriers they encountered.
The coordinator of the Smart Specialization in Poland is the Ministry of Economic Development and Technology. The ministry is responsible for conceptualization and planning of tasks, organization of the Entrepreneurial Discovery Process (EDP) and monitoring of smart specializations, cooperation at the international and regional levels, as well as evaluation, updating and verification of actions taken and strategic directions set. The project partner is the Polish Agency for Enterprise Development.
The Working Groups on Smart Specialization Poland are advisory bodies established by the Ministry of Economic Development and Technology to exchange opinions, information and experience on current challenges of the Polish economy, society and environment. The Working Groups includes representatives of public administration, business, science and NGOs. In such a broad body, they discuss the most important socio-economic issues of Poland, the future of Polish industry and science in relation to a specific smart specialization.
The meetings of the Working Groups on the Smart Specialization Poland are held several times a year in a stationary or online format. The contribution of the work of the Working Groups is essential in the process of selecting and updating the smart specialization at the national and regional levels.
In Poland, Smart Specializations are designated at the national and regional level – in each of Poland’s 16 regions. Regional Smart Specializations contribute to the transformation of the region’s economy through its modernization, structural transformation, differentiation of products and services and creation of innovative socio-economic solutions. Regions are implementing their own smart specialization development strategy, the effects of which we can see at the level of the entire province.
